2026-03879 No-Migration Variance From Land Disposal Restrictions for Clean Harbors Lone Mountain, Oklahoma Rule The Environmental Protection Agency (EPA) is approving with conditions, no-migration variances for nine categories/groups of wastes, containing up to a combined 100 temporary disposal units ("put piles") at any one time, from the Resource Conservation and Recovery Act (RCRA) Land Disposal Restrictions (LDR) standards at Clean Harbors' Lone Mountain (Clean Harbors) commercial treatment, storage and disposal facility (TSDF) in Waynoka, Oklahoma. These variances will allow Clean Harbors to temporarily store treated hazardous wastes that are awaiting LDR compliance verification in put piles within its Subtitle C (hazardous waste) landfill. The petitioner demonstrated, to a reasonable degree of certainty, that there will be no migration of hazardous constituents from the put piles for as long as the wastes remain hazardous. Additionally, once LDR compliance is verified, the put piles will be disposed within the onsite RCRA hazardous waste landfill area and will be subject to the conditions set out in the Compliance Monitoring Plan section of this document. 2026-02-26 2026 2 https://www.federalregister.gov/documents/2026/02/26/2026-03879/no-migration-variance-from-land-disposal-restrictions-for-clean-harbors-lone-mountain-oklahoma https://www.govinfo.gov/content/pkg/FR-2026-02-26/pdf/2026-03879.pdf Environmental Protection Agency 145 The Environmental Protection Agency (EPA) is approving with conditions, no-migration variances for nine categories/groups of wastes, containing up to a combined 100 temporary disposal units ("put piles") at any one time, from the Resource Conservation...

2026-03716 Rescinding 30-Day Notification Requirements Related to Eviction Based on Nonpayment of Rent in Multi-Family Housing Direct Properties Rule The Rural Housing Service (RHS or the Agency), an agency of the Rural Development (RD) mission area within the U.S. Department of Agriculture (USDA), is issuing this final rule to rescind the regulatory requirement of the minimum 30-day notice for nonpayment of rent before the start of eviction proceedings in Rural Housing Service (RHS) Section 515 and 514 Multi-Family Housing (MFH) properties, and the requirement for borrowers to provide Federal emergency funding information during a Presidentially declared national emergency. The final rule, "30-Day Notification of Nonpayment of Rent in Multi-Family Housing Direct Loan Programs" (30-Day Notice Final Rule), effective on April 24, 2024, introduced additional regulatory oversight for RHS MFH properties that proved unnecessary because compliance with the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) 30 day notice is generally captured by MFH project management requirements. Additionally, the requirement for the borrower to disseminate information on Federal funding available during a Presidentially declared national emergency will be rescinded, as RHS will distribute the associated information during such circumstances. 2026-02-25 2026 2 https://www.federalregister.gov/documents/2026/02/25/2026-03716/rescinding-30-day-notification-requirements-related-to-eviction-based-on-nonpayment-of-rent-in https://www.govinfo.gov/content/pkg/FR-2026-02-25/pdf/2026-03716.pdf Agriculture Department; Rural Housing Service 12,458 The Rural Housing Service (RHS or the Agency), an agency of the Rural Development (RD) mission area within the U.S. Department of Agriculture (USDA), is issuing this final rule to rescind the regulatory requirement of the minimum 30-day notice for...
2026-03744 Unlicensed Use of the 6 GHz Band; Expanding Flexible Use in Mid-Band Spectrum Between 3.7 and 24 GHz Rule In this document, the Federal Communications Commission (Commission or FCC) adopts rules allowing unlicensed geofenced variable power (GVP) devices to operate in the U-NII-5 and U-NII-7 portions of the 6 GHz band (5.925-7.125 GHz) at up to 11 dBm/MHz EIRP power spectral density and 24 dBm EIRP. GVP devices must use geofencing systems to prevent harmful interference to licensed microwave links and radio astronomy observatories. The geofencing systems will calculate exclusion zones where GVP devices cannot operate on specified frequencies. Each GVP access point must have a geolocation capability to determine its location and avoid operating on prohibited frequencies within the exclusion zones. Client devices must operate 6 dB below the access point's authorized power. These rules permit the GVP devices to operate at higher power than very lower power 6 GHz band unlicensed devices. 2026-02-25 2026 2 https://www.federalregister.gov/documents/2026/02/25/2026-03744/unlicensed-use-of-the-6-ghz-band-expanding-flexible-use-in-mid-band-spectrum-between-37-and-24-ghz https://www.govinfo.gov/content/pkg/FR-2026-02-25/pdf/2026-03744.pdf Federal Communications Commission 161 In this document, the Federal Communications Commission (Commission or FCC) adopts rules allowing unlicensed geofenced variable power (GVP) devices to operate in the U-NII-5 and U-NII-7 portions of the 6 GHz band (5.925-7.125 GHz) at up to 11 dBm/MHz...

2026-03255 Parts and Accessories Necessary for Safe Operation; Certification and Labeling Requirements for Rear Impact Protection Guards Rule FMCSA amends the Federal Motor Carrier Safety Regulations (FMCSR) to rescind the requirement that the rear impact guard be permanently marked or labeled with a certification from the impact guard manufacturer as required by the applicable Federal Motor Vehicle Safety Standard (FMVSS) promulgated by the National Highway Traffic Safety Administration (NHTSA). The certification label or marking provides motor carriers purchasing new trailers or new impact guards to replace damaged devices with a means to determine whether the equipment is certified as meeting the FMVSS. However, the labeling or marking requirement has proven problematic for motor carriers when the label or marking becomes illegible or wears off during the service life of the trailer or guard. This final rule eliminates an unintended regulatory burden on motor carriers without compromising safety, as it does not affect the applicable FMVSS. The final rule also rescinds a guidance document pertaining to illegible, incomplete, or missing rear impact guard certification labels. 2026-02-19 2026 2 https://www.federalregister.gov/documents/2026/02/19/2026-03255/parts-and-accessories-necessary-for-safe-operation-certification-and-labeling-requirements-for-rear https://www.govinfo.gov/content/pkg/FR-2026-02-19/pdf/2026-03255.pdf Transportation Department; Federal Motor Carrier Safety Administration 492,181 FMCSA amends the Federal Motor Carrier Safety Regulations (FMCSR) to rescind the requirement that the rear impact guard be permanently marked or labeled with a certification from the impact guard manufacturer as required by the applicable Federal Motor...

2026-03300 Petroleum-Equivalent Fuel Economy Calculation Rule The Office of Critical Minerals and Energy Innovation (formerly the Office of Energy Efficiency and Renewable Energy) of the Department of Energy (DOE) has reviewed the petroleum-equivalency factor (PEF) for electric vehicles (EVs) used by the Environmental Protection Agency (EPA) in calculating light-duty vehicle manufacturers' compliance with the Department of Transportation's (DOT) Corporate Average Fuel Economy (CAFE) standards. DOE has determined that revisions to the PEF are necessary. DOE is first publishing a final rule that removes the fuel content factor (FCF) from the calculation of the PEF. Removal of the FCF is consistent with a United States Court of Appeals for the Eighth Circuit decision that held, among other things, that the inclusion of the FCF in the PEF calculation exceeded DOE's authority under the substantive statute. This final rule does make some minor modifications to the 2020 Rule to further streamline the process for OSM's coordination with State regulatory authorities, minimize duplication of efforts in the administration of the Surface Mining Control and Reclamation Act of 1977 ("SMCRA" or "the Act"), and appropriately recognize that State regulatory authorities are the primary regulatory authorities for non- Federal, non-Indian lands within their borders. 2026-02-19 2026 2 https://www.federalregister.gov/documents/2026/02/19/2026-03301/rescission-of-the-ten-day-notices-and-corrective-action-for-state-regulatory-program-issues-rule https://www.govinfo.gov/content/pkg/FR-2026-02-19/pdf/2026-03301.pdf Interior Department; Surface Mining Reclamation and Enforcement Office 253,480 The Office of Surface Mining Reclamation and Enforcement ("OSMRE" or "OSM") is rescinding the "Ten-Day Notices and Corrective Action for State Regulatory Program Issues" rule adopted on April 9, 2024 (the "2024 Rule"), and replacing it, in large part,...
