HUD-2026-0728 HUD Regulation for Federal Financial Assistance Rulemaking 2026-06-01T04:04:14Z 0b000064b92fc482 2501-AE01 The Office of Management and Budget (OMB) proposes to revise the Guidance for Federal Financial Assistance to improve government-wide policies and requirements related to the management of grants, cooperative agreements, and other forms of assistance. OMB is proposing revisions that would improve transparency, accountability, and oversight for Federal awards across the Federal Government. This includes ensuring that American tax dollars are not wasted or misused, activities performed under Federal awards are consistent with law and policy, and recipients are held accountable when they fail to meet relevant standards. The revisions also aim to ensure that basic American principles of equality and equal opportunity are upheld throughout all stages of the award making process and that unlawful discrimination is no longer permitted. Proposed changes also include providing further clarification on the regulatory status of the OMB requirements and on the process for future updates to the government-wide requirements. Finally, OMB also proposes changes to reduce recipient burden. The listed Federal grant-making agencies propose conforming changes to their respective adopting regulations, or, in the case of some agencies and other entities, establishing new adopting regulations or policies. The proposed changes reflect the administration’s commitment to transparency, accountability, and proper oversight for the Federal grantmaking process. The proposed amendments would implement the guidance and update cross-references to OMB provisions that have been renumbered or reorganized. HUD is also proposing changes to improve some grant management and administrative program regulations based on HUD’s experience implementing OMB’s regulations and guidance in existing entitlement, discretionary, and other programs involving grant management and administration. Finally, HUD is proposing changes to its Title VI, Section 108, Section 184, and Section 184A loan guarantee program regulations to address OMB’s changes for loan guarantee programs regarding System for Award Management (SAM.gov) registration and to clarify that the Section 184 and Section 184A programs are subject to audit requirements in OMB’s regulations and final guidance. All these changes will improve HUD’s processes for awarding Federal financial assistance and align HUD’s regulations with governmentwide efforts to adopt consistent and standardized terms and data elements, implement data- and risk-based frameworks, reduce Federal agency and recipient burdens, promote consistent interpretations of OMB’s regulations and guidance, and improve and maximize agencies’ ability to assess performance of recipients.               {"displayProperties": [], "keywords": null, "modifyDate": "2025-03-04T08:00:35Z", "dkAbstract": "FR-6266-P-01\nThe U.S. Department of Housing and Urban Development (HUD) is proposing to amend its regulations on Federal financial assistance to conform with 2020 and 2024 changes to Office of Management and Budget (OMB) guidance governing Federal financial assistance (previously called grants and agreements). HUD-2023-0057 HUD FR-6353-F-02 Modernization of Engagement With Mortgagors in Default Rulemaking 2024-11-21T09:01:21Z 0b00006485d8aacd 2502-AJ66 FR-6353-F-02 HUD’s regulations require mortgagees of Federal Housing Administration insured single family mortgages to meet in person, or make a reasonable effort to meet in person, with mortgagors who are in default on their mortgage payments. This rule modernizes those requirements by amending HUD’s regulations to better align with advances in electronic communication technology and mortgagor engagement preferences, while preserving consumer protections. HUD-2024-0037 HUD FR-6291-F-02 Revision of Investing Lenders and Investing Mortgagees Requirements and Expansion of Government-Sponsored Enterprises Definition Rulemaking 2024-08-26T13:14:24Z 0b000064864e6dcb 2502-AJ60 FR-6291-F-02 This rule amends the requirements for investing lenders and investing mortgagees to gain or maintain their status as a Federal Housing Administration (FHA) approved lender or mortgagee. This revision makes FHA’s approval requirements consistent with investing mortgagees’ and investing lenders’ risk, reduces barriers to FHA approval for new investing mortgagees and investing lenders, and increases access to capital for all FHA-approved mortgagees and lenders. HUD is clarifying that the general annual certification requirement for lenders and mortgagees is applicable to investing lenders and investing mortgagees. HUD is also defining Government-Sponsored Enterprises (GSEs) separately from other governmental-type entities to ensure that FHA requirements specific to loan origination do not apply to GSEs. Finally, HUD is eliminating obsolete language related to lender and mortgagee net worth requirements. This final rule adopts HUD’s July 18, 2023, proposed rule with minor revisions.               {"displayProperties": [], "keywords": null, "modifyDate": "2024-08-26T13:14:24Z", "dkAbstract": "FR-6291-F-02\nThis rule amends the requirements for investing lenders and investing mortgagees to gain or maintain their status as a Federal Housing Administration (FHA) approved lender or mortgagee. The final rule ensures that FHIP and FHAP funded entities are able to fully investigate criminal background screening policies that are potentially discriminatory under federal civil rights laws by using a diverse group of testers with actual criminal convictions. This final rule also improves inclusivity in HUD programs for people with criminal convictions, consistent with President Joseph R. Biden’s March 31, 2022 Proclamation on Second Chance Month and Secretary Marcia Fudge’s April 12, 2022 Memorandum, ‘‘Eliminating Barriers That May Unnecessarily Prevent Individuals with Criminal Histories from Participating in HUD Programs,’’ and is based on a HUD determination that no valid interest is served by categorically barring FHIP and FHAP funded entities from using testers with such convictions.               {"displayProperties": [], "keywords": null, "modifyDate": "2024-08-26T13:14:17Z", "dkAbstract": "FR-6355-F-02\nThrough this final rule, HUD eliminates the restrictions for Fair Housing Initiatives Program (FHIP) grantees and for Fair Housing Assistance Program (FHAP) agencies that currently bar FHIP and FHAP funded entities from using HUD funds to deploy fair housing testers with prior felony convictions or convictions of crimes involving fraud or perjury. HUD-2015-0099 HUD FR 5797–I–01 Changes to Accounting Requirements for the Community Development Block Grants (CDBG) Program Rulemaking 2024-08-26T12:59:36Z 0b00006481d3af04 2506-AC39 FR 5797–I–01 This rule makes several changes to the existing Community Development Block Grant (CDBG) program regulations in order to better track the use of grant funds and improve accounting procedures in the program. Through this rule, HUD requires grantees to commence tracking the obligations and expenditures of funds for each specific fiscal year grant, rather than track such information cumulatively. In order to effectively implement this accounting change, changes are needed to the regulations applicable to affected grants, such as the program-specific regulations, consolidated plan regulations, and methods to calculate the cap on administrative and planning expenses.
