The program was enacted in 2017, as part of P.L. 115-97, and began operations in 2018. It was initially set to expire by the end of 2028; however, the program was permanently extended and amended in 2025 by P.L. 119-21. Changes to the program include a new selection round for Opportunity Zones. Most 2018 selections are scheduled to lose their designation at the end of 2028. A new selection round is to choose the areas that are eligible for the tax incentives for the 10-year period from January 2027 through the end of December 2036.
