Sugg, who has dedicated nearly four decades to serving and protecting his community. For 39 years, Sheriff Sugg has answered the call to serve. Whether as an officer, patrolman, deputy, corporal, or sheriff, he has devoted his career to keeping the people of Houston County and Tennessee safe. Sheriff Sugg's record of service is extraordinary. Over the course of his career, he received the Life Saving Medal, was inducted into the Police Chief Hall of Fame, received the Medal of Bravery from the City of Alamo and the Medal of Valor from Crockett County, and was recognized with the 911 Institute's ``Going Beyond the Call of Duty'' Award. Each honor reflects his courage, dedication, and commitment to public service. Mr. Speaker, I rise today to honor the exemplary life and legacy of Reverend Mack Jenkins, who passed away on September 22, 2026, at the age of 85. Reverend Jenkins was born on January 10, 1941, to the late James, Sr. and Hannah Bracy Jenkins. The youngest of ten children, virtues such as kindness, humility, forgiveness, and unconditional love were cornerstones of his childhood. Reverend Jenkins began his educational journey at the historic Calhoun School. Following his graduation in 1958, he began his pursuit of a degree in Fashion-Clothing and Tailoring at Wenonah State Technical Institute, which is now known as Lawson State Community College. His pursuit of his degree was suspended when he was drafted into the United States Army, where he proudly served his country. He later matriculated at Trenholm State Technical College, where he earned his degree in Heating, Air Conditioning, and Refrigeration, which prepared him for his career in the United States Department of Veteran Affairs. A committed servant of God, Reverend Jenkins confessed Christ at an early age and became an active member of Rock Creek Missionary Baptist Church. While at Rock Creek, he faithfully served in several capacities, such as choir member, deacon, Sunday School teacher, and superintendent. Together, they raised three sons, Wally, Stacey, and Anthony. Wallace was also a proud grandfather and great-grandfather who was blessed to watch his family grow across generations. Mr. Speaker, I rise today along with my colleague, Representative Tim Walberg, and fellow co-chairs of the bipartisan Congressional Great Lakes Task Force, in introducing H.R. 10639, the Regional Great Lakes Partnership Act. This bill designates the Great Lakes Commission as the ``Regional Great Lakes Partnership'' for purposes of participation in the National Oceanic and Atmospheric Administration's (NOAA) Regional Ocean Partnerships Program. The Regional Ocean Partnerships Program, authorized by Division J, the Oceans and Atmosphere Division, of the Fiscal Year 2023 National Defense Authorization Act (P.L. 117-263), provides support to regional organizations voluntarily convened by Governors to coordinate interstate water and coastal management, data sharing, and environmental planning. In the three years since its creation, the Program has successfully supported four regional groups spanning the East, West, and Gulf coasts of the United States mainland. However, the Great Lakes Region has not yet been included in the Program due to the absence of a designated regional organization to receive the Federal funds and facilitate interstate coordination. By formally adding the Great Lakes Commission through this legislation, Congress can increase Federal support for research and conservation work vital to the eight-State Great Lakes Region and the world's third- largest economy. Mr. Speaker, I rise today to honor an American hero and a member of Pennsylvania's 1st Congressional District, Hospitalman William James Barr, United States Navy, and to recognize his service, sacrifice, and enduring memory in the hearts of his family, his community, and our Nation. William James Barr was a young man from Warminster, Pennsylvania, who answered the call to serve his country during the Vietnam War. After graduating from William Tennent High School in 1966, William went on to serve his fellow Americans as a Navy Corpsman. In 1968, at just 19 years old, Hospitalman Barr made the ultimate sacrifice while serving in Vietnam. Though his life was tragically cut short, his service and sacrifice ensured that his name would never be forgotten. Today, decades after his passing, the people of Bucks County are honoring William in a lasting and meaningful way. Bucks County Bridge No. 140 on Valley Road, also known as Kemper Park Bridge, will be dedicated in his honor. This dedication is more than the name of a bridge. It is a reminder to everyone who crosses it of a young Pennsylvanian who stepped forward to serve his country and gave his life in defense of others. It is a reminder that freedom comes at a cost, and that we have a responsibility to remember those who paid that price. I have heard about their challenges, but I have also seen the incredible difference in their lives when life-saving treatments are available. For many members of the rare disease community, PDTs are an essential part of that story. Human plasma, the liquid portion of our blood, contains important proteins that perform critical functions in our bodies. PDTs made from these proteins are used to treat patients with primary immunodeficiencies, bleeding disorders, rare neurological diseases, Alpha-1 antitrypsin deficiency, hereditary angioedema and other serious conditions. They are also used in emergency medicine to treat patients suffering from shock, trauma, or burns. But there is something particularly remarkable about PDTs: they begin with another person. After graduating law school, he opened his own law practice, and within 30 days after passing the California Bar exam, Salvador was working on his first felony criminal case. The practice of reusing old materials often resulted in bold colors, inventive compositions, asymmetry, and improvisational designs. Known locally as ``my way'' quilts, many Gee's Bend quiltmakers start with basic forms and then follow their own individual artistic paths (``their way'') to create unexpected patterns, shapes, and colors. This unique aesthetic tradition was passed from generation to generation, enduring through slavery, the antebellum South, and Jim Crow, and continues to be used by the quilters of Gee's Bend today. In the following years, the agency grew in its manufacturing capabilities, ranging from leather work and basket weaving to subcontracts for toy manufacturing. What has defined VisionCorps throughout the past century is its collaboration with other organizations. It had an early partnership with the Lancaster Lions Club, which promoted fundraising and educational efforts. For the first fifty years, every president of its Board of Directors was a member of the Lions. Through its partnership with local hospitals, VisionCorps held free vision clinics for children who lived in low-income households. In 1980, the organization began a partnership with the military through the National Industries for the Blind to make military products, and in 2009, it began providing contract closeout support for military bases. After numerous name changes over its history, the agency became VisionCorps in 2017. One century ago, seven members organized a church in the community blacksmith shop. As the church grew, services were held in a tent and later moved to the community general store. In 1942, the church purchased land beside the general store and built an auditorium. Over the years, multiple additions occurred and by the 1970s, more land was acquired and a large sanctuary, a fellowship hall, and educational facilities were built. In December of 1990, the church was destroyed by a fire, but reconstruction happened rapidly. In less than a year, a dedication for the new church was held. To meet the growing ministry and membership needs, in 2006, a new Worship Center opened, and renovations and new construction led to a new Children's Ministry wing and Youth Ministry building. Just three years ago, a new Children's Building was built, and classrooms were repurposed for the senior adults. Pastor Phil Winningham, Associate Pastor Scott Yaikow and the congregation officially celebrated this milestone on September 20, 2026, with historical displays, a special service and a fellowship meal. The very next year, in 1901, Reverend Bellamy led fifteen faithful souls to worship beneath a bush arbor on Fifth Street--open sky above, wooden benches below--as the New Mt. Canaan Baptist Church. Its storied legacy of protecting Milford reflects the steadfast emergency services its volunteers continue to provide today. In November 1911, 14 volunteers organized the Milford Hose Company No. 1. William Balliet was elected as its first foreman, a title later changed to chief. The company initially ordered hose and nozzles, transporting its equipment in firefighters' cars until purchasing a hose cart in 1912. Milford was formally incorporated in March 1925. At the time, Borough Clerk Joseph Case, who also served as fire company chief, learned that the borough's election returns had not been filed with the county clerk. After contacting Hunterdon County's state senator, Case secured Milford's official incorporation through the state legislature. This occurred approximately one year after the company was incorporated and renamed ``The Milford N.J. Fire Company, Inc.'' in April 1924. His father taught him bricklaying before he entered the military in 1942, at 25 years old. Shortly after James began his service in the Army Air Corps, he was chosen to become an officer. He completed Officer Candidate School at Fort Sill, Oklahoma, and was commissioned as a second lieutenant. During this time, he began pilot training but did not complete the program. Instead, the Army recognized his intelligence and outstanding academic record and appointed him an Academic Instructor with a specialty in Aerodynamics and Mechanics. In this role he taught cadets aviation intelligence, threat analysis, and security, and he became one of the first Black United States military pilots. In October 2006, she founded TIFF so no other family would endure those same agonizing hours. Working with local and state leaders, the Manatee County Sheriffs Office, and the Florida Department of Highway Safety and Motor Vehicles, she helped create the Nation's first voluntary Emergency Contact Information program, letting drivers register a loved one's contact information for law enforcement to use in a crisis. Christine was the first to register. As of August 2025, more than 21.6 million Floridians were enrolled. During this time, Herman became a leader of the local Cawelo 4-H Club and later the Southwest 4-H Club, where he helped young people learn responsibility and succeed. Over the years, his experience and guidance have helped countless exhibitors, including the 25 Kern County Fair Grand Champions he helped select and mentor. Mr. Porter's contributions extend well beyond the show ring. He has been a steadfast leader on the Junior Livestock Committee, helping raise funds, supporting local livestock auctions, and providing scholarships for community youth. Rust, whose actions helped prevent an assassination attempt on President John F. Kennedy before he took the oath of office. Colonel Rust passed away on September 1, 2024, in Florida at the age of 96. He was laid to rest at Arlington National Cemetery in March of 2025. Colonel Rust had a long career in public service and law enforcement, serving as a Marine Patrol Officer for the City of Miami; Assistant U.S. Attorney for the Department of Justice for the Southern District of Florida; Chief Assistant County Prosecutor; State Representative for the Palm Beach and Martin Counties in the Florida House of Representatives; and U.S. Attorney for the Department of Justice for the Southern District of Florida from 1969 to 1977 before returning to privately practice law until his retirement in 1989. These are only a few of his many accomplishments and positions over his long life. In December 1960, during his time as Assistant U.S. Attorney for the Department of Justice, he used his authority to protect the then President-Elect John Fitzgerald Kennedy by intercepting the attempted assassin Richard Paul Pavlick. After his Presidential win, Kennedy vacationed at his family's estate in Palm Beach, Florida. Shames Post Office Building. Colonel Shames was a proud Virginian, a decorated World War II veteran, and a member of one of the most storied units in American military history: Easy Company of the 506th Parachute Infantry Regiment, 101st Airborne Division. Colonel Shames enlisted in the Army in 1942 and volunteered to become a paratrooper. On June 6, 1944, he parachuted into Normandy as part of the D-Day invasion. During the Normandy campaign, his leadership under fire earned him a battlefield commission, and he would go on to serve as an officer in Easy Company. He fought in Operation Market Garden, endured the brutal Battle of the Bulge at Bastogne, and participated in the Allied advance into Germany. For his courage and sacrifice in combat, Colonel Shames was awarded the Bronze Star and Purple Heart. The remarkable story of Easy Company would later become known around the world through Stephen Ambrose's Band of Brothers and the television series it inspired. But Colonel Shames' service to our country did not end with World War II. Mr. Speaker, I rise today to recognize Mr. Jay Blommel, an OPC Lineman with Withlacoochee River Electric Cooperative (WREC), for his outstanding service as part of WREC's second mission supporting the Light Up Navajo Project. Through Light Up Navajo, skilled utility professionals volunteer their time and expertise to help bring electricity to Navajo families who have lived without power for generations. As a lineman, Mr. Blommel put his specialized skills to work performing the challenging, hands-on work necessary to help extend electrical service to families in need. For most Americans, reliable electricity is part of everyday life. For families who have gone without it, however, turning on the power can be transformational. Electricity provides light after dark, allows food and medicine to be safely refrigerated, and provides greater safety, comfort, and opportunity. Mr. Blommel's willingness to leave his own community and use his professional skills in service to others embodies the cooperative spirit at its very best. His hard work helped advance a mission that is not simply about connecting electrical lines--it is about connecting families to greater opportunity and a better quality of life. The company's 50-year history began with a single phone call between venture capitalist Robert A. Swanson and biochemist Dr. Herbert W. Boyer. Swanson had heard about Boyer's role in the invention of recombinant DNA technology, research which would soon prove living cells could be programmed to produce life-changing medicines. By the end of the three- hour conversation, the two had conceived a way to commercialize recombinant DNA technology, and Genentech was born. After months of experiments, the team of scientists at Genentech successfully synthesized somatostatin.
