The Almanac has provided critical community-focused journalism for Menlo Park, Atherton, Woodside and Portola Valley for six decades. Throughout its history, it has brought news and information to local residents without fear or favor. Its journalists have always believed strong journalism builds better communities. In 1965, three Portola Valley mothers, troubled by the lack of coverage of local issues, and the defeat of a Portola Valley school bond measure, met for lunch among the eucalyptus trees on the Stanford Campus to develop a solution. Soon after, Hedy Boissevain, Betty Fry, and Jean Heflin, got to work at their kitchen tables and family garages and published the first four-page edition of what was then called ``The Country Almanac.'' The paper then found its first real home at the corner of Woodside and Canada roads in Woodside, and the founders' children and friends delivered the papers--a year's subscription cost two dollars. Mr. Speaker, I rise to note the end of a revered Memphis institution devoted to the education and well-being of my community's children. The Jessie Mahan Child Care Center, the first licensed Black child care center in Memphis, closed its doors for the final time on July 31 after serving generations of children and families for 68 years. The Mahan Center served the Memphis community from the Dixie Homes housing development beginning on November 28, 1958, and relocated to its current facility at 70 North Bellevue in 2007, always providing early childhood education and learning experiences for children aged six weeks to 12 years old. It also served as a training site for future teachers and childcare professionals. Through its partnerships with Memphis City Schools and Head Start, the center played an important role in strengthening early childhood education in our community. Named for lifelong Memphian Jessie Hoyt Mahan, a well-known social worker and child advocate who passed in August of 1957 at the age of 62, it has served as a tribute to her memory as the director of the Information Bureau of the Health and Welfare Planning Council of Memphis and Shelby County and its Family and Child Welfare Division and service at Juvenile Court. Mr. Speaker, I rise today to honor the remarkable life and service of Mr. Ramiro ``Ram'' Chavez, a decorated Vietnam War veteran, educator, musician, and pillar of the Corpus Christi community. Mr. Chavez proudly served in the United States Army from 1967 to 1969. As a combat medic with the 199th Infantry Brigade in Vietnam, he treated wounded soldiers during intense fighting, including the Tet Offensive. Among his many military honors, he earned the Combat Medical Badge, the Silver Star, the Bronze Star with ``V'' for valor, and the Purple Heart. Upon returning home to Corpus Christi, Texas, Mr. Chavez remained deeply committed to his community. He earned a bachelor's in music education from Texas A&M- [[Page E781]] Kingsville and a master's in school administration from Texas A&M- Corpus Christi. He then spent 25 years with the Corpus Christi Independent School District as a band director, music teacher, and assistant principal. In 2024, Veterans Memorial High School dedicated the Ramiro ``Ram'' Chavez Performing Arts Hall in recognition of his lifelong service. Through education and music, he inspired generations of South Texas students. Mr. Chavez also founded and led the Veterans Band of Corpus Christi, bringing veterans together through music to honor American service members and preserve the memory of those who made the ultimate sacrifice. Boyer, a remarkable Navy and Vietnam War veteran and long-time resident of Marion, Indiana. His life is defined by his patriotism and service to both our community and nation. At just nineteen years old, Mr. Boyer enlisted in the United States Navy on July 5th of 1966. His service took him to the Great Lakes Naval Station where he completed nine weeks of basic training. Mr. Boyer was then assigned to the USS Pickaway (APA 222) and began his four-year tour of duty around Southeast Asia. Following his promotion to Second Class Petty Officer, Mr. Boyer received orders to serve as a replacement for one of the twenty-five US Navy personnel that heroically lost their lives aboard the USS Westchester County (LST-1167). The ship was anchored in the Saigon River Basin in Vietnam, when Viet Cong frogman placed deadly mines on the ship's hull. The explosions marked the single greatest loss of Navy personnel during the Vietnam War. Mr. Boyer spent his final sixteen months on two tours of duty in and out of enemy waters in South Vietnam. He served with the US Navy until March 13th of 1970, carrying the memory and honor of those that sacrificed their lives. Following his honorable discharge, Mr. Boyer returned to Marion, Indiana. Mr. Speaker, I rise to honor Abby LaPole of Massillon as Ohio's 13th Congressional District's Champion of the Week for July 27th after being awarded Stark County Girls Athlete of the Year. Abby earned this honor following a historic career at Jackson High School. At this year's Ohio High School Athletic Association's Track and Field Championships, Abby captured her third consecutive state title in girls' seated shot put with a final-attempt throw of 21 feet, 7.5 inches. She leaves high school as a three-time state champion and the all-time Stark County record holder in the event, with her top throw of 23 feet, 5.75 inches this season cementing her place among the best athletes in Stark County history. A dedicated student-athlete, Abby has spent years putting in the work to excel in competition while representing Jackson, Massillon, Stark County, and Ohio's 13th Congressional District with pride. Through her achievements, Abby has shown the strength of adaptive athletics and the opportunities available to athletes who pursue their goals at the highest levels of competition. She embodies why our district is proudly known as the ``Birthplace of Champions.''
