Further, the bill establishes a new program that awards grants to IHEs for certain activities that improve accessibility of instruction and materials, such as distance education courses. Specifically, an IHE that offers a degree or certificate program to prepare students for entry into a profession that requires licensing or certification as a precondition for entry is not eligible to receive any federal student financial assistance unless (1) a student is fully qualified to take the required entry examination or be licensed or certified for the profession upon the successful completion of the program, and (2) the institution provides timely placement for all of the academically related pre-licensure requirements for entry into the profession (e.g., clinical placements or internships). An IHE must also certify that each eligible gainful employment program meets specified requirements, including approval or accreditation by a recognized agency and satisfaction of applicable educational prerequisites for professional licensure or certification. If an IHE does not satisfy such prerequisites, it must notify a student who intends to enroll in the program and obtain a handwritten acknowledgement from the student that they wish to enroll. These requirements include standardized terms and definitions, certain formatting requirements, and components regarding costs. In particular, a financial aid offer must first include a component related to direct costs (i.e., tuition, fees, and other expenses required for the student to enroll in the IHE). If the student completes the component related to direct costs and confirms that the student is seeking financial assistance for indirect costs (e.g., housing and food, books and supplies, and transportation), then the offer must include components related to those indirect costs. IHEs may not refer to these offers as award letters. The bill requires ED to ensure that information published on the website of each IHE or the College Scorecard includes information on costs, earnings, and loan payments in a manner consistent with financial aid offers. Currently, an IHE must provide one-time entrance counseling to a student who is a first-time federal student loan borrower. The bill also revises and expands required elements of pre-loan counseling to include an estimate of the borrower's monthly payment amount compared to the borrower's estimated monthly income after taxes and other expenses, a statement to borrow the minimum necessary amount, a warning that a high debt-to-income ratio makes repayment more difficult, options to reduce borrowing, and an explanation of the importance of on-time graduation.
