Requires audits of stations to ensure the provision of broadcasting advertising time for political candidates.Provides minimum time requirements for candidate- or issue-centered broadcasts by stations.Directs the Federal Communications Commission (FCC) to establish and administer a voucher program for the purchase of airtime for political advertisements on radio and television broadcast stations by eligible candidates and political party committees as certified by the FCC. Provides maximum voucher amounts for both candidates and political committees.. Allows such vouchers to be used exclusively for the purchase of airtime, but allows the transfer of vouchers between a political party and a candidate and vice versa. Requires the National Telecommunications and Information Administration to notify the Federal Communications Commission (FCC) of estimated relocation costs at least six months prior to the commencement of any auction of eligible frequencies.Amends the Communications Act of 1934 to require the FCC: (1) in designing competitive bidding under such auctions, to have as an objective the recovery of 110 percent of the estimated relocation costs; (2) prescribe methods by which the total cash proceeds from any auction equals at least 110 percent of such costs; and (3) prohibit the FCC from concluding any auction under which such goal is not reached. Authorizes the FCC to grant a license for the advance use of eligible frequencies pending an auction, on the condition that the licensee cannot cause harmful interference to the Federal entity until the entity's authorization has been terminated.Establishes the Fund. Directs the Federal Trade Commission (FTC) to treat noncompliance with these requirements as a violation of a rule defining an unfair or deceptive act or practice under the Federal Trade Commission Act. Allows LEAs or libraries to terminate such contracts or agreements with providers who fail to comply with these requirements. Requires a school or library to provide reasonable notice of its provider's policy to students' parents or library patrons.Prohibits providers from collecting personal information from or about a child who is a school student or library patron. Requires providers, if they do collect such information, to: (1) promptly notify the LEA and appropriate State officials, or the library, and the FTC; and (2) treat the information in accordance with the Children's Online Privacy Protection Act of 1998 (COPPA) if the child is under 12, and in accordance with FTC regulations if the child is over 12. Directs the FCC to issue final rules to ensure the prompt and verifiable implementation of such interconnection agreements.Provides additional forfeitures and damages for violations by telecommunications carriers, local exchange carriers, and BOCs, allowing such forfeitures to be increased threefold for repeat violations. Increases from one to three years the statute of limitations with respect to violations and forfeitures.Authorizes a State commission to apply to the FCC to impose forfeitures for violations.Provides for the separation of retail and wholesale functions of BOCs. Provides a Code of Conduct for the provision of retail service by a BOC.
