Authorizes the Secretary to make grants to land-grant institutions to establish and operate food and population centers. Requires host countries of such centers to agree to match the U.S. contribution, in either resources or services, for any necessary costs. Sets a minimum level of ten percent for contribution by the host country. Empowers the Secretary to close any center upon a determination that the agreement has been seriously breached or when conditions no longer require a center. Makes it unlawful for any person to contract to supply such benefits or services to foreign missions, unless the mission has obtained certification of compliance with this Act. Sets forth the powers of such Corporation. Authorizes other Federal agencies to provide services to, and accept services from such Corporation. Requires the Board of Directors to report semiannually to the Secretary and to Congress on the Corporation's activities. Grants tax-exempt status to such Corporation. Directs the heads of foreign missions to report to the Secretary concerning holdings or planned acquisitions of real property. Requires any interest in such property which is denied to the United States by the respective sending country to be sold unless the sending country accords the United States a comparable right. Requires interest on such fund to be compounded quarterly at the average rate paid on United States Treasury bills with three-month maturities issued during the calendar quarter immediately preceding the first day of the applicable pay period. Directs the President to issue regulations to authorize agency heads to reimburse for up to $25,000 in any calendar year any such employee, or dependent of such an employee, for necessary travel, rest and recuperation, private medical care, and other expenses related to the ordeal which are incurred on or after such date. Entitles the spouse of such an employee to reimbursement, for a certain time, for expenses incurred for tuition, books, fees, and subsistence while attending an educational or training institution. Extends to such employees the provisions of the Soldiers' and Sailors' Civil Relief Act of 1940, deferring civil actions that affect property rights of such persons until their missing status is ended. Applies the provisions of this title to all citizens and resident aliens of the United States held hostage in Teheran at any time during November, 1979, and to their dependents and spouses, regardless of whether they are Federal employees. Increases the monetary limits of military stockpiles in foreign countries. Permits such stockpiles to be located in South Korea. Directs the President to transmit to the Congress a report regarding the stockpiling authorities for the Republic of Korea. Authorizes the President to assign military personnel during fiscal year 1980 to manage international security assistance programs in specified countries, including Greece.
