Lists the duties of the Secretary. Authorizes the Secretary of State, with the concurrence of the Secretary of Agriculture, to take appropriate action to protect U.S. rights under the Agreement. Authorizes inspection and testing organizations designated by the Secretary of Agriculture to establish reasonable fees to cover the costs of inspection or testing. Authorizes the Secretary of Agriculture to set fees to cover the costs to the Department of Agriculture incurred in connection with issuing certificates of compliance under this Act.
