E8-8972 Public Access, Use, and Recreation Regulations for the Upper Mississippi River National Wildlife and Fish Refuge Rule We, the U.S. Fish and Wildlife Service (Service), are adopting new regulations for the Upper Mississippi River National Wildlife and Fish Refuge (refuge) to govern existing general public use and recreation. These changes will take effect in spring 2008 and will implement the recently completed comprehensive conservation plan (CCP) for the refuge.
