The draft document was prepared by the National Center for Environmental Assessment within EPA's Office of Research and Development as part of the Agency's review of the secondary (welfare- based) national ambient air quality standards (NAAQS) for nitrogen dioxide (NO<INF>2</INF>) and sulfur dioxide (SO<INF>2</INF>). EPA is releasing this draft document solely for the purpose of seeking comment from the public and the Clean Air Scientific Advisory Committee (CASAC).
