99-33764 Implementation of the Satellite Home Viewer Improvement Act of 1999: Retransmission Consent Issues. Proposed Rule This document proposes to implement certain aspects of the Satellite Home Viewer Improvement Act of 1999, which was enacted on November 29, 1999. Among other things, the new legislation requires broadcasters, until the year 2006, to negotiate in good faith with satellite carriers and other multichannel video programming distributors (``MVPDs'') with respect to their retransmission of the broadcasters'' signals, and prohibits broadcasters from entering into exclusive retransmission agreements. We seek comment on these issues.
