98-34422 Approval and Promulgation of Implementation Plans; Arizona Maricopa Nonattainment Area; PM-10 Proposed Rule EPA is proposing to approve under the Clean Air Act (CAA or Act) a revision to the Arizona State Implementation Plan (SIP) reflecting Arizona State legislation that provides for the expeditious implementation of best management practices to reduce fugitive dust from agricultural sources in the Maricopa County (Phoenix) PM-10 nonattainment area.
