The Commission seeks comment on whether it should repeal, modify or retain the 45 MHz spectrum cap. In addition, the Commission seeks comment on a petition, submitted by the Cellular Telecommunications Industry Association (CTIA), to forbear from enforcement of the CMRS spectrum cap pursuant to section 10 of the Communications Act of 1934, as amended.
