| 98-24335 | Draft Integrated Urban Air Toxics Strategy To Comply With Section 112(k), 112(c)(3) and section 202(l) of the Clean Air Act | Notice | This notice provides a draft strategy for public comment to address health impacts from air toxics in urban areas. The strategy includes a draft list of 33 hazardous air pollutants (HAP) judged to pose the greatest potential threat to public health in the largest number of urban areas, based on available information. Thirty of these HAP are from area sources. It also provides a draft list of area source categories to be listed for regulation under section 112(d) of the Clean Air Act (Act). The draft strategy also provides a schedule for specific actions to address risk from air toxics in urban locations. This draft strategy is being developed as required in section 112(k) and 112(c)(3) and section 202(l) of the Act, as amended in 1990, and a consent decree entered in Sierra Club v. Browner, Civ. No. 95-1747 (D.D.C. 1995) (consolidated with Sierra Club v. Browner, Civ. No. 96- 436 (D.D.C. 1996)). Even though the draft strategy identifies source categories for which additional standards under section 112(d) may be developed, the strategy by itself does not automatically result in regulation or control of emissions from sources within these source categories. The EPA will perform further analyses of HAP emissions, control methods for the listed source categories, and health impacts as appropriate, for stationary and mobile sources.
