| 96-10381 | National Volatile Organic Compound Emission Standards for Automobile Refinish Coatings | Proposed Rule | The EPA proposes standards to reduce emissions of volatile organic compounds (VOC) from the use of automobile refinish coatings. The proposed standards are in the first phase of implementation of the portion of the Clean Air Act (Act) that requires the Administrator to control VOC emissions from certain categories of consumer and commercial products. Exposure to ozone is associated with a wide variety of human health effects, agricultural crop loss, and damage to forests and ecosystems. As required by section 183(e) of the Act, the Administrator conducted a study to determine the potential of consumer and commercial products to contribute to ozone levels that violate the National Ambient Air Quality Standards (NAAQS) for ozone.
