| 95-21168 | Open Market Trading Rule for Ozone Smog Precursors | Proposed Rule | This notice contains the text of the proposed model open market trading rule (OMTR) for ozone smog precursors which was inadvertently omitted in the original Federal Register publication on August 3, 1995 (60 FR 39668 (August 3, 1995)). The model OMTR is intended to serve as a template for State development of open market trading programs. States that adopt the final model OMTR, will receive automatic EPA approval of the State implementation plan (SIP) revision containing the model OMTR.
