| 95-14725 | Nonprocurement Debarment and Suspension | Rule | This revision to the nonprocurement common rule is issued in response to Executive Order (E.O.) 12689 and section 2455 of the Federal Acquisition Streamlining Act of 1994. E.O. 12689 requires agencies to establish regulations for reciprocal governmentwide effect across procurement and nonprocurement debarment and suspension actions, after technical differences between the procurement and nonprocurement regulations governing debarments and suspensions are resolved. Section 2455 provides that the debarment, suspension, or other exclusion of a participant in a procurement activity under the Federal Acquisition Regulation, or in a nonprocurement activity under regulations issued pursuant to Executive Order 12549, shall be given reciprocal governmentwide effect. The final regulation establishes reciprocity between the procurement and nonprocurement debarment and suspension systems. | 1995-06-26 | 1995 | 6 | https://www.federalregister.gov/documents/1995/06/26/95-14725/nonprocurement-debarment-and-suspension | https://www.govinfo.gov/content/pkg/FR-1995-06-26/pdf/95-14725.pdf | Personnel Management Office; Agriculture Department; Energy Department; Small Business Administration; National Aeronautics and Space Administration; Commerce Department; Office of National Drug Control Policy; State Department; International Development Cooperation Agency; Agency for International Development; Peace Corps; United States Information Agency; United States African Development Foundation; Housing and Urban Development Department; Justice Department; Labor Department; Federal Mediation and Conciliation Service; Treasury Department; Defense Department; Education Department; National Archives and Records Administration; Veterans Affairs Department; Environmental Protection Agency; General Services Administration; Interior Department; Federal Emergency Management Agency; Health and Human Services Department; National Science Foundation; National Foundation on the Arts and the Humanities; National Endowment for the Arts; National Endowment for the Humanities; National Foundation on the Arts and the Humanities; Corporation for National and Community Service; Transportation Department | 406,12,136,468,301,54,390,476,258,6,403,510,4,228,268,271,179,497,103,126,304,520,145,210,253,166,221,366,342,588,589,342,91,492 | This revision to the nonprocurement common rule is issued in response to Executive Order (E.O.) 12689 and section 2455 of the Federal Acquisition Streamlining Act of 1994.
