The implementation plan was submitted by the State to satisfy certain federal requirements for an approvable nonattainment area PM-10 SIP for a portion of the Follansbee area, Brooke County, West Virginia. The Act required that States make certain submittals by November 15, 1991 for those areas designated nonattainment and classified as moderate for PM-10 upon enactment (the ``initial moderate nonattainment areas'').
