2026-06619 Special Local Regulation; 4th of July Fireworks, East River and Upper New York Bay, Manhattan, Queens, and Brooklyn, NY Proposed Rule The Coast Guard is proposing to establish a temporary special local regulation (SLR) for certain navigable waters of the East River and Upper New York Bay in New York Harbor, NY.
