This proposed determination is based upon review of compliance records for the area's primary SO<INF>2</INF> source, the Rain CII Carbon, LLC (Rain) facility, in addition to dispersion modeling based on the allowable limits showing design values close to the SO<INF>2</INF> NAAQS.
