2020-04824 Endangered and Threatened Wildlife and Plants; Removing Lepanthes eltoroensis From the Federal List of Endangered and Threatened Plants Proposed Rule We, the U.S. Fish and Wildlife Service, propose to remove Lepanthes eltoroensis (no common name), an orchid species from Puerto Rico, from the Federal List of Endangered and Threatened Plants (List) (i.e., to "delist" the species), due to recovery. This proposed action is based on a thorough review of the best available scientific and commercial data, which indicates that the threats to the species have been eliminated or reduced to the point that the species no longer meets the definition of an endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). We also announce the availability of a draft post-delisting monitoring (PDM) plan. We seek information, data, and comments from the public regarding this proposal and the draft PDM plan. 2020-03-10 2020 3 https://www.federalregister.gov/documents/2020/03/10/2020-04824/endangered-and-threatened-wildlife-and-plants-removing-lepanthes-eltoroensis-from-the-federal-list https://www.govinfo.gov/content/pkg/FR-2020-03-10/pdf/2020-04824.pdf Interior Department; Fish and Wildlife Service 253,197 We, the U.S. Fish and Wildlife Service, propose to remove Lepanthes eltoroensis (no common name), an orchid species from Puerto Rico, from the Federal List of Endangered and Threatened Plants (List) (i.e., to "delist" the species), due to recovery....
