2019-22096 Endangered and Threatened Wildlife and Plants; Removing the Kirtland's Warbler From the Federal List of Endangered and Threatened Wildlife Rule Under the authority of the Endangered Species Act of 1973, as amended (ESA), we, the U.S. Fish and Wildlife Service (Service), are removing the Kirtland's warbler (Setophaga kirtlandii) from the Federal List of Endangered and Threatened Wildlife (List) due to recovery. This determination is based on a thorough review of the best available scientific and commercial information, which indicates that the threats to the species have been eliminated or reduced to the point that the species has recovered and no longer meets the definition of endangered or threatened under the ESA.
