2017-27744 Energy Conservation Program: Energy Conservation Standards for Rough Service Lamps and Vibration Service Lamps Rule The U.S. Department of Energy (DOE) is publishing this final rule in order to codify in the Code of Federal Regulations certain backstop requirements for rough service lamps and vibration service lamps that Congress prescribed in the Energy Policy and Conservation Act. These backstop requirements apply as a result of the subject lamps exceeding sales thresholds specified in the statute.
