This proposed action is based on a final determination by EPA that a state's participation in the Cross-State Air Pollution Rule (CSAPR) program continues to meet the Regional Haze Rule (RHR)'s criteria to qualify as an alternative to the application of Best Available Retrofit Technology (BART).
