2016-28870 Revisions to the Source-Specific Federal Implementation Plan for Four Corners Power Plant, Navajo Nation Proposed Rule The Environmental Protection Agency (EPA) is proposing limited revisions to the source-specific Federal Implementation Plan (FIP) that was promulgated to regulate air pollutant emissions from the Four Corners Power Plant (FCPP), a coal-fired power plant located on the reservation lands of the Navajo Nation, near Farmington, New Mexico.
