The proposals include a geographic-based discontinuance of operations rule to replace the current site-based approach, and the establishment of frequency coordinators to review certain applications prior to their submission to the Commission. In addition, the Commission proposes revised Cellular radiated power provisions and related technical rules, including use of a power spectral density ("PSD") model.
