2014-19034 Implementing the Program Fraud Civil Remedies Act Proposed Rule The National Endowment for the Arts (NEA) proposes rules to implement the Program Fraud Civil Remedies Act of 1986 (PFCRA). Any person who makes, submits, or presents a false, fictitious, or fraudulent claim or written statement to the agency causing such fraudulent actions to occur is subject to civil penalties and assessments. The proposed rules authorize the NEA to impose civil penalties and assessments through administrative adjudication.
