2012-31057 General Services Administration Acquisition Regulation (GSAR); Industrial Funding Fee (IFF) and Sales Reporting Proposed Rule The General Services Administration (GSA) is proposing to amend the General Services Administration Acquisition Regulation (GSAR) to revise the GSAR clause and to address the use of the Industrial Funding Fee (IFF) under the Multiple Award Schedules (MAS) Program. The proposed revisions will reflect the current use of the IFF to include the ability to offset losses in other Federal Acquisition Service (FAS) programs and fund initiatives that benefit other FAS programs. This change will benefit GSA and the MAS Program by facilitating transparency and open government, and more accurately define the current MAS Program operations while simultaneously complying with the recommendations of the GSA Office of Inspector General (OIG). This proposed rule is part of the General Services Administration Acquisition Manual (GSAM) rewrite Project, in which all parts of the regulation are being reviewed and updated to include new statutes, legislation, policies, and to delete outdated information and obsolete forms. 2012-12-28 2012 12 https://www.federalregister.gov/documents/2012/12/28/2012-31057/general-services-administration-acquisition-regulation-gsar-industrial-funding-fee-iff-and-sales https://www.govinfo.gov/content/pkg/FR-2012-12-28/pdf/2012-31057.pdf General Services Administration 210 The General Services Administration (GSA) is proposing to amend the General Services Administration Acquisition Regulation (GSAR) to revise the GSAR clause and to address the use of the Industrial Funding Fee (IFF) under the Multiple Award Schedules...
