2012-28908 Approval and Promulgation of Air Quality Implementation Plans; Connecticut; NOX Emission Trading Orders as Single Source SIP Revisions Proposed Rule The EPA is proposing to approve a State Implementation Plan (SIP) revision submitted by the State of Connecticut. This revision allows facilities to create and/or use emission credits to comply with the NO<INF>X</INF> emission limits required by Regulations of Connecticut State Agencies (RCSA) section 22a-174-22 (Control of Nitrogen Oxides) using NOx Emission Trading Orders (trading orders). The intended effect of this action is to propose approval of the individual trading orders to allow facilities to determine the most cost-effective way to comply with the state regulation.
