2012-16655 The Interagency Security Classification Appeals Panel (ISCAP) Bylaws, Rules, and Appeal Procedures Rule The Interagency Security Classification Appeals Panel (ISCAP) is a Presidential panel that decides on certain classification and declassification issues, as established in Executive Order 13526, Classified National Security Information, December 29, 2009, section 5.3(a)(1), and the E.O.'s implementing directives. Section 5.3(c) of the E.O. directs ISCAP to issue bylaws, rules, and procedures and to publish them in the Federal Register. ISCAP previously published its bylaws as a regulatory appendix, Classified National Security Information Directive No. 1.
