04-24883 Air Cargo Security Requirements Proposed Rule The Transportation Security Administration (TSA), an agency within the Department of Homeland Security's Border and Transportation Security Directorate, proposes to amend current transportation security regulations to enhance and improve the security of air cargo transportation. The Aviation and Transportation Security Act directed TSA to implement measures to enhance the security of air cargo transported in both passenger and all-cargo aircraft. In discharging this responsibility, TSA conducted analyses of internal and external threats, risk and vulnerability assessments, and security measures already in place. This proposed rulemaking would require the adoption of security measures throughout the air cargo supply chain; these security measures will be applicable to airport operators, aircraft operators, foreign air carriers, and indirect air carriers. These proposed regulatory requirements would impose significant barriers to terrorists seeking to use the air cargo transportation system for malicious purposes. This proposal would also change the applicability of the requirement for a "twelve-five" security program from aircraft with a maximum certificated takeoff weight "of 12,500 pounds or more" to those with a maximum certificated takeoff weight of "more than 12,500 pounds."
