03-5952 Authorization of Certain Humanitarian Activities by Nongovernmental Organizations in Iraq and Iran Rule The Office of Foreign Assets Control ("OFAC") of the U.S. Department of the Treasury is adding new provisions to the Iraqi Sanctions Regulations, 31 CFR part 575, to facilitate certain humanitarian activities in and around Iraq. These new regulations provide for the establishment of a registration program that would authorize nongovernmental organizations to engage in humanitarian activities in the areas of Iraq not controlled by the Government of Iraq. They also permit certain humanitarian assessment missions in Iraq.
