01-21724 Clean Fuels Formula Grant Program Proposed Rule On June 9, 1998, the Transportation Equity Act for the 21st Century (TEA-21) was enacted requiring the Federal Transit Administration (FTA) to establish a new grant program entitled the Clean Fuels Formula Grant Program. This proposed rule establishes the procedures potential recipients must use to apply for this new program. The FY 1999, FY 2000, and FY 2001 appropriations bills did not make funding available for this program.
