| 01-10990 | Hazardous Air Pollutants List | Notice | This notice announces EPA's decision to deny a petition from the American Forest and Paper Association (AF&PA) requesting that EPA remove the chemical methanol (CAS No. 67-56-1) from the list of hazardous air pollutants (HAP) in section 112(b)(1) of the Clean Air Act (CAA). Petitions to delist a substance from the HAP list are permitted under section 112(b)(3) of the CAA. The EPA is denying the petition because we cannot conclude that there are adequate data to determine that emissions of methanol may not reasonably be anticipated to cause any adverse effects to human health. This decision is based on our examination of the available information concerning the potential hazards of and projected exposures to methanol emissions. We have determined that the appropriate health-based criterion for evaluating the risks associated with methanol emissions is the range of 0.3 to 30 milligrams per cubic meter (mg/m\3\). To demonstrate that exposures are reasonably anticipated not to result in any adverse effects to humans, including sensitive subpopulations, the estimated 24-hour exposure concentrations would need to be 0.3 mg/m\3\ or lower. Our review of the petitioner's exposure assessment leads us to conclude that maximum 24-hour exposures could be in the range of 2 to 7 mg/m\3\, which is well above 0.3 mg/m\3\. Because the criteria for removing a substance from the list of HAP have not been met, EPA must deny the petition.
