00-33224 Fisheries Off West Coast States and in the Western Pacific; Pacific Coast Groundfish Fishery; Amendment 12 Rule NMFS issues this final rule to remove references to foreign and joint venture fishing in the West Coast groundfish regulations. The Pacific Fishery Management Council (Council) prepared Amendment 12 to the Pacific Coast groundfish Fishery Management Plan (FMP) to provide framework procedures for developing overfished species rebuilding plans, for setting guidelines for rebuilding plan contents, and for sending rebuilding plans to NMFS for review and approval/disapproval.
