| 00-32238 | Guidelines for Implementation of Executive Order 13141: Environmental Review of Trade Agreements | Notice | On November 16, 1999, President Clinton signed Executive Order 13141. 64 FR 63169 (Nov. 18, 1999). The Order makes explicit the United States' commitment to a policy of careful assessment and consideration of the environmental impacts of trade agreements, including, in certain instances, written environmental reviews. The Order directs the Office of the United States Trade Representative (USTR) and the Council on Environmental Quality (CEQ) to oversee implementation of the Order, including the development of procedures pursuant to the Order. The procedures called for by the Executive Order (the Guidelines) are published below. USTR and CEQ developed the Guidelines through an extensive public process and consultations with appropriate foreign policy, environmental, and economic agencies and Congress. USTR and CEQ have carefully taken public views into account in finalizing the Guidelines, and the final Guidelines endeavor to reflect many of them. | 2000-12-19 | 2000 | 12 | https://www.federalregister.gov/documents/2000/12/19/00-32238/guidelines-for-implementation-of-executive-order-13141-environmental-review-of-trade-agreements | https://www.govinfo.gov/content/pkg/FR-2000-12-19/pdf/00-32238.pdf | Trade Representative, Office of United States; Council on Environmental Quality | 491,92 | On November 16, 1999, President Clinton signed Executive Order 13141. 64 FR 63169 (Nov. 18, 1999).
