00-25964 Rules and Procedures for Efficient Federal-State Funds Transfers Proposed Rule The Financial Management Service (FMS) proposes to revise the regulations implementing the Cash Management Improvement Act of 1990, as amended (CMIA). These regulations govern the transfer of funds between the Federal Government and States for certain Federal assistance programs.
