| 00-24565 | Effluent Limitations Guidelines, Pretreatment Standards, and New Source Performance Standards for the Centralized Waste Treatment Point Source Category | Rule | This final rule represents the culmination of the Agency's effort to develop Clean Water Act (CWA) effluent limitations guidelines and standards for wastewater discharges from the centralized waste treatment industry. This final regulation generally applies to wastewater discharges associated with the operation of new and existing centralized waste treatment facilities which accept hazardous or non- hazardous industrial wastes, wastewater, and/or used material from off- site for treatment of the wastes and/or recovery of materials from the wastes. EPA expects compliance with this regulation to reduce the discharge of conventional pollutants by at least 9.7 million pounds per year and toxic and non-conventional pollutants by at least 9.3 million pounds per year. EPA estimates the annual cost of the rule will be $35.1 million (pre-tax $1997). EPA estimates that the annual benefits of the rule will range from $2.56 million to $8.09 million ($1997).
