00-18122 Bureau for International Narcotics and Law Enforcement Affairs; Anti-Crime Training and Technical Assistance Program (ACTTA) Notice State Department's Bureau for International Narcotics and Law Enforcement Affairs (INL) developed the Anti-Crime Training and Technical Assistance Program (ACTTA) in 1994 to bring U.S. Federal law enforcement agencies together to provide training and technical assistance in consultation with their counterparts in Central and Eastern Europe. The goal of the program is to increase professionalism and develop the technical capabilities of law enforcement institutions to combat organized crime and promote rule of law while facilitating international law enforcement cooperation. The ACTTA program continues to include the participation of non- Federal agencies (e.g., universities, private non-profit organizations) in the delivery of law enforcement training and technical assistance to Central and Eastern Europe.
