| 00-14085 | Endangered and Threatened Wildlife and Plants; Proposed Designation of Critical Habitat for the Arroyo Southwestern Toad | Proposed Rule | We, the U.S. Fish and Wildlife Service (Service), propose designation of critical habitat for the arroyo southwestern toad (Bufo microscaphus californicus) pursuant to the Endangered Species Act of 1973, as amended (Act). A total of approximately 193,600 hectares (478,400 acres) fall within the boundaries of the proposed critical habitat designation. Proposed critical habitat is located in Monterey, San Luis Obispo, Santa Barbara, Ventura, Los Angeles, San Bernardino, Riverside, Orange, and San Diego Counties, California. If this proposed rule is made final, section 7 of the Act would prohibit destruction or adverse modification of critical habitat by any activity funded, authorized, or carried out by any Federal agency. Section 4 of the Act requires us to consider economic and other relevant impacts of specifying any particular area as critical habitat. We solicit data and comments from the public on all aspects of this proposal, including data on the economic and other impacts of designation and our approaches for handling habitat conservation plans (HCPs).
