These new Round IIS rural enterprise communities are supplemental to the second round of rural empowerment zone designations authorized by the Taxpayer Relief Act of 1997 (Round II). This rule also contains the policies and procedures for implementing a new grant program for Round II empowerment zones and Round IIS enterprise communities authorized by section 766 of the Agriculture Appropriations Act 1999 (USDA EZ/EC grants).
