| NOAA-NMFS-2019-0106 | NOAA | Magnuson-Stevens Act Provisions; Fisheries off West Coast States; Pacific Coast Groundfish Fishery; Pacific whiting; Pacific Coast Groundfish Fishery Management Plan; Amendment 21-4; Catch Share Program, 5-Year Review, Follow-on Actions | Rulemaking | 2024-06-12T01:16:37Z | 0b00006483ec4d5c | 0648-BI35 | NMFS proposes this measure to enact a range of Follow-on Actions identified in the course of conducting the Pacific Coast Groundfish Trawl Catch Share Program 5-Year Review. These actions are intended to complete outstanding elements of the Catch Share Program, respond to problems identified after implementing the Program, and modify outdated regulations. This action proposes regulations in accordance with Amendment 21-4 to the Pacific Coast Groundfish Fishery Management Plan and also proposes an amendment to the Fishery Management Plan. The proposed action would revise elements in four areas of the Catch Share Program, namely: 1) adjust set-aside bycatch management for all non-whiting species in the at-sea whiting sector; 2) provide increased opportunity to trade individual fishing quota in the shorebased trawl sector; 3) set accumulation limits for catcher-processor permits, and 4) expand economic data collections. These changes would help the Pacific Coast Groundfish fishery achieve optimum yield, minimize costs of participation, provide fair and equitable access to fishery resources, and avoid adverse economic impacts to fishing communities. | {"displayProperties": [], "keywords": null, "modifyDate": "2024-06-12T01:16:37Z", "dkAbstract": "NMFS proposes this measure to enact a range of Follow-on Actions identified in the course of conducting the Pacific Coast Groundfish Trawl Catch Share Program 5-Year Review.
