NOAA-NMFS-2016-0077 NOAA Framework Action to Adjust Red Grouper Allowable Harvest in the Gulf of Mexico Rulemaking 2024-06-12T01:07:10Z 0b0000648203386d 0648-BG12 The framework action to the Fishery Management Plan for Reef Fish Resources of the Gulf of Mexico (Reef Fish FMP) and proposed rule were approved by the Gulf of Mexico Fishery Management Council (Council) for review by the Secretary of Commerce at its April 2016 meeting. The SEDAR 42 (2015) stock assessment indicated the Gulf of Mexico red grouper stock is not overfished or undergoing overfishing. SEDAR 42 (2015) and the Council’s Science and Statistical Committee indicated the red grouper stock OFL could be increased from 8.1 mp gw to 20.4 mp gw for 2016, with decreasing yields to 10.98 mp gw through 2020. The Council choose a more conservative approach and increased the stock OFL to 14.16 mp gw and the stock ABC to 13.92 mp gw using a constant catch scenario. The Council’s decision was based upon testimony from the general public and commercial fisherman at Council meetings who suggested the Council use caution when setting the ACL. The Council selected the commercial ACL and ACT to be 8.19 mp gw and 7.78 mp gw, and the recreational ACL and ACT to be 2.58 mp gw and 2.37 mp gw for 2016 through 2020, respectively. These increases in ACLs and ACTs will provide more quota to the commercial fisherman and are expected to extend the recreational fishing season, which has been closed in-season in recent years, through the end of the year.               {"displayProperties": [], "keywords": null, "modifyDate": "2024-06-12T01:07:10Z", "dkAbstract": "The framework action to the Fishery Management Plan for Reef Fish Resources of the Gulf of Mexico (Reef Fish FMP) and proposed rule were approved by the Gulf of Mexico Fishery Management Council (Council) for review by the Secretary of Commerce at its April 2016 meeting. \n\nThe SEDAR 42 (2015) stock assessment indicated the Gulf of Mexico red grouper stock is not overfished or undergoing overfishing.
