| NOAA-NMFS-2013-0145 | NOAA | Fisheries Off West Coast States; Coastal Pelagic Species Fisheries; Multi-Year Specifications for Monitored and Prohibited Harvest Species Stock Categories | Rulemaking | 2023-12-14T01:00:46Z | 0b00006481432493 | Not Assigned | NMFS proposes to implement annual catch limits (ACL) and associated annual reference points (overfishing limits (OFL) and acceptable biological catches (ABC)) for the stocks in the monitored and prohibited harvest species categories in the Pacific Fishery Management Council’s Coastal Pelagic Species (CPS) Fishery Management Plan (FMP). The monitored category includes jack mackerel, two sub-populations of northern anchovy stock and market squid. Krill is the only stock in the prohibited harvest category. The ACLs being proposed by this action are as follows; jack mackerel, 31,000 mt; northern subpopulation of northern anchovy, 9,750 mt; central subpopulation of northern anchovy, 25,000 mt; and krill, zero. Market squid has a less than one year life cycle and is not experiencing overfishing; therefore it meets the exception criteria for not requiring an ACL. These proposed ACLs would be in place for the calendar year fishing season (January 1- December 31) beginning January 1, 2014, and would remain in place for each subsequent calendar year until such time new scientific information becomes available to warrant changing them or landings increase and consistently reach the ABC/ACL level and it necessitates a change to active management under the FMP. This rule is proposed according to the CPS FMP. This rule is intended to conserve and manage these stocks off the U.S. West Coast. | {"displayProperties": [], "keywords": null, "modifyDate": "2023-12-14T01:00:46Z", "dkAbstract": "NMFS proposes to implement annual catch limits (ACL) and associated annual reference points (overfishing limits (OFL) and acceptable biological catches (ABC)) for the stocks in the monitored and prohibited harvest species categories in the Pacific Fishery Management Council\u2019s Coastal Pelagic Species (CPS) Fishery Management Plan (FMP).
