Mr. President, in a bipartisan approach, about 5 years ago, we passed legislation to correct the wrongs in our organ transplant program. So, in my two decades spent fighting for U.S. organ donation reforms, I have heard far too many stories of patients who have lost their lives due to the negligence and abuse of that transplant system. Recently, I requested the Government Accountability Office--GAO for short--to study and to report back to me about the challenges and the opportunities to improve pediatric organ allocation and transplantation, and that is a particularly difficult operation for the people that are involved in distributing organs. We have about 2,000 kids on a waiting list for organ transplants, and 25 percent of that 2,000 are under the age of 5. Pediatric patients have limited time and opportunity to receive an organ transplant, as organ size is critical to successful transplantation. And this is especially true for kids waiting for liver transplants. Sadly, 1 in 10 infants listed for liver transplants never get a second chance at life. The organ procurement and transplantation system could do a better job of serving kids. We know that if a child can get an organ transplant in a timely manner, their chances of living a healthy, longer life increase. I am hopeful that GAO's findings will inform better oversight of the current organ system, and I am also hopeful that these same GAO findings will inform data-driven policymaking to improve the system for children and their families. Shutdowns strain our national security agencies. They threaten military, law enforcement, and civilian pay. They endanger nutrition benefits, farm programs, and a whole lot of other stuff. They are bad for our economy, and they snarl air travel. I could go on. Shutdowns hit our country--they hit the American people--hard, and we owe it to the American people to ensure that they do not face another shutdown this fall. That is why Senate Appropriations Committee Chair Collins has been hard at work drafting a clean, bipartisan continuing resolution to fund the government through the November elections. I appreciate everything she has done to make this happen--engaging with Members of both parties and working through the necessary anomalies from the Office of Management and Budget--and I intend to bring the CR to the floor for a vote next week. There is bravery--and then there is wildland firefighting. The word ``hero'' gets used a lot. Nick, Emily, Sydney, and Nathan embodied that word. They came from across the country to Colorado to form a unit united by one common mission: protecting lives, protecting property, and the landscapes we all cherish. Their commitment to our public lands wasn't a hobby; it was their life's work. Together, they collectively spent decades fighting fires. And as dedicated as they were to their vocation, they were equally devoted to their friends and to their families, making this loss even more devastating. Our hearts break for these firefighters and their families and all who loved them. These families deserve answers, and we need to understand what went wrong so we can prevent future tragedies. On June 13, 1984, he reported from his home in Upper Allen Township to the Harrisburg Military Entrance Processing Station, beginning a career that took him from enlisted electronics technician to Naval Academy midshipman to surface warfare officer, and ultimately the Military Deputy and Deputy Assistant Secretary of War. Over his career, Rear Admiral Ver Hage commanded USS CARR (FFG 52) and the Naval Surface Warfare Center Divisions at Corona and Port Hueneme, led the multi-billion-dollar Aegis Ashore program to completion in Romania, and served as commander of the NAVSEA Surface and Undersea Warfare Centers and of the Navy Regional Maintenance Centers, where he directed a global workforce of roughly 10,000 and a $5 billion annual budget. He most recently served as Military Deputy and Acting Deputy Assistant Secretary of War for International and Industry Engagement, strengthening our defense industrial base and international armaments cooperation. Rear Admiral Ver Hage's retirement ceremony will be held tomorrow on July 31, 2026. As a result, come late 2032, the program will only have enough income from the payroll taxes to pay 78 percent of benefits due. That surplus was built up since a Republican, President Reagan, and a Democrat, then-Speaker Tip O'Neill, sat down and said: We can't let anything bad happen to Social Security. So they put a plan together that passed almost unanimously in this U.S. Senate. I presume those two gentlemen--bipartisan they were--they thought it may only extend the program for 20 years or something. But as we see now, they had a plan that built up the surplus for the next 50 years, and that runs out in 2032. In other words, to emphasize, unless Congress acts quickly, retirees will see a 22-percent cut in their benefits, about the same as what Reagan and O'Neill saw happening… | ||

There are a number of reasons the members of the committee should oppose Todd Blanche's nomination--from his willingness to enable Donald Trump's worst instinct to his role in helping to create Trump's corrupt slush fund to pay out to January 6 rioters who assaulted police officers here in this Chamber and others. Yet there is one reason that stands out far ahead of the others--that of his complete and total mishandling of the Jeffrey Epstein and Ghislaine Maxwell case. Former Trump Attorney General Pam Bondi told the House behind closed doors that Todd Blanche, as her Deputy, was responsible for how the Department handled the Epstein files. Under his supervision, the Department of Justice promised the release of Epstein's client list, claiming there was a list they compiled for Pam Bondi and sent to Pam Bondi, only to backtrack and refuse to release the document for months. It took Congress passing an overwhelmingly bipartisan, veto-proof Federal law to force the release of these materials. You have got to show an ID when you pick up something at will call if you are there to pick up tickets to the theater, if you are picking up a prescription at the pharmacy, if you are going to the bank, if you are boarding an airplane--you are doing all kinds of things that are part of Americans' day-to-day experience where it matters whether you are who you claim to be, you have got to show an ID. We should require nothing less when it comes to the exercise of one of the most fundamental rights that Americans have; that is, their right to vote. You see, when someone else votes in your place, they displace your vote. They offset your vote. If they are double voting, if they are voting when they are not allowed to vote because they are not a citizen or otherwise, if they do something foolish and they try to go and vote, they will be caught if they are asked to produce an ID at the balloting place. Despite a devasting fire, floods, and droughts, this community has continued to be a true testament to the resilience and tenacity seen across South Dakota. Home to more than 180 South Dakotans, Peever is known for its rich agricultural and Native American heritage. Since Peever's beginning 125 years ago, the community continues to exemplify South Dakota's strong values, emboldened traditions, and enduring spirit. He stayed in the Army until the very end of the war, earning several awards, including the Good Conduct Medal, Asiatic-Pacific Theater Service Medal, and the Philippine Liberation Service Ribbon with one bronze star. After WWII, Nars returned home and built a life rooted in family and hard work. In 1957, Nars relocated to Lewiston, ID, where he began a successful 25-year career with Potlatch Corporation.
