BARNEY FRANK of massachusetts in the house of representatives Wednesday, September 10, 2003 Mr. FRANK of Massachusetts. Mr. Speaker, on Monday, September 1, a good and courageous man gave his life for his country. Joseph M. Camara was tragically killed while serving his nation in Iraq, as a member of the Rhode Island National Guard. In civilian life, as in military life, Sergeant Camara was a man dedicated to protecting his fellow citizens. He was a highly respected and deeply admired police officer in the City of New Bedford. Mr. Camara leaves behind his wife and three children, and they are joined in their grieving at the loss of this patriot by hundreds of thousands of their fellow citizens in Massachusetts and Rhode Island. Of course nothing we can say will alleviate the pain that Mr. Camara's family feels at this untimely death, but we can at least demonstrate to them how deeply we sympathize with them and it is important for us to recognize here in the United States House of Representatives the terrible sacrifice Mr. Camara made in the service of his country. Mr. Speaker, the citizens of New Bedford, where Mr. Camara lived, raised his family, and served with great distinction as a police officer are especially devastated by his death. The people of the city have with one voice expressed their most profound condolences to the Camara family. KYLE ROGACHENKO ______ HON. ROBERT A. BRADY of pennsylvania in the house of representatives Wednesday, May 14, 2003 Mr. BRADY of Pennsylvania. Mr. Speaker, I rise to honor the accomplishments of Kyle Rogachenko, a 14-year-old whose commitment, discipline, and motivation have made him a well-known competitor in the upper echelons of the international sailing community. Mr. Rogachenko, a 9th grader at Methacton High School in Worcester, Pennsylvania, began his sailing career at age 6 at the Toms River Yacht Club in New Jersey. Included on his sailing resume are his participation on two World Teams, three South American Teams, and three North American Teams. Additionally, he was the top American finisher at the 40th annual IOCA World Championship regatta in 2001. For his age group, Mr. Rogachenko is the top young sailor in the United States. Throughout the past few years, Mr. Rogachenko has had an extensive travel schedule that has provided him with many rewarding experiences. He has continually displayed all of the attributes of a true leader. I am proud that this young man hopes to attend the United States Naval Academy upon his completion of high school. EDOLPHUS TOWNS of new york in the house of representatives Monday, March 10, 2003 Mr. TOWNS. Mr. Speaker, I rise in support of Priscilla Incorvaia in recognition for her tireless energy and dedication to her community. Priscilla grew up on Long Island and attended C.W. Post College where she studied Elementary Education and Training Development. After an internship at Republic National Bank, she was offered a job in their management-training program. During the next fifteen years, Priscilla rapidly moved up the ranks and presently is the Branch Manager of the Starrett City Office in Brooklyn. As far back as Priscilla can remember, she has been involved in various community organizations. She feels that it is important to be involved in organizations at the grass roots level, especially those related to children. She is a firm believer in getting involved in the community where she works and is well known in the various boroughs, especially Brooklyn. Priscilla sits on many advisory boards, including Junior Achievement, the YWCA, the Queens Botanical Gardens, and The Noel Pointer Foundation, a non-profit organization that provides music lessons for gifted underprivileged children where she served as treasurer. She has been awarded the Bronze Leadership Award for Leadership and Support and the Above and Beyond Service Award for her work in Junior Achievement.
