Mr. Speaker, tonight, the UJA-Federation of New York will honor the 56 women who have chaired the Women's Campaign since 1934. These women of vision dedicated themselves to the UJA-Federation's mission of safeguarding and caring for the Jewish community throughout the world. They understood the importance of the United States-Israel relationship, and worked tirelessly to bring together Jews in Israel and the diaspora. We can all take pride in the contributions these women made to the well-being of the Jewish people. What is striking about these women is both the depth and breadth of their commitment to the Jewish community. Through their outstanding efforts with the UJA-Federation, they left their mark on New York, on the Nation, on Israel and on the world. These women were truly leaders. Many of these women fought for education and for the arts, for human rights and for religious freedom, raising funds for a local and overseas network of health and human service organizations. In the 1930's and 1940's, these women led the fight to bring European Jews to safety in America. JIM KOLBE of arizona in the house of representatives Thursday, July 25, 1996 Mr. KOLBE. Mr. Speaker, I rise in strong support of H.R. 3820, the Campaign Finance [[Page E1420]] Reform Act. This bill fixes most of the commonly mentioned problems we see in funding campaign activities. Mr. Speaker, I am especially pleased that this bill would require that at least half of our campaign funds would have to come from within our own district. This change alone makes the bill worth voting for. How often do we hear about special interests inside the beltway buying elections for an incumbent? This reform means that if your own constituents do not like you well enough to contribute, you will not have resources to get your message out. And along that line, the bill cuts the influence of PAC's dramatically. Not only is their maximum contribution cut in half, but the candidate cannot even take the reduced amount if it would put him or her over the 50 percent threshold. This changes the balance of power between PAC's and individuals. On the other hand, the bill strengthens political parties, including the local parties. And we all know that real reform begins at the local level. By increasing the amounts that local parties can contribute to the candidate, the candidate will be listening more closely to the folks at home, not to the big national PAC's. All three were recently honored with commendations by the police department and the city council of Berwyn for their efforts in preventing crimes and apprehending criminals in the community. Ms. Saimo stepped in to physically rescue an 11-year-old girl who was the victim of an abduction attempt and provided information to the police on the attacker. Mr. Wojcichowski pursued a purse snatcher and helped police catch him. Mr. Haymes' telephone call to the police about a suspicious stranger in his apartment building led police to recover $1,400 in stolen property in the suspect's car. GREG GANSKE of iowa in the house of representatives Wednesday, December 6, 1995 The House in Committee of the Whole House on the State of the Union had under consideration the bill H.R. 1350, to amend the Merchant Marine Act, 1936 to revitalize the United States-flag merchant marine, and for other purposes: Mr. GANSKE. Mr. Chairman, I am opposed to H.R. 1350, the Maritime Security Act of 1995. I am disappointed that the House approved this legislation which will literally give away over $100 million a year to the domestic ship building industry. This measure is corporate welfare at its worst. As we move towards a balanced budget by 2002, we should not undertake this wasteful initiative. The Maritime Security Act of 1995 is an attempt to lengthen the phase-out of subsidies for the American shipbuilding industry. The Merchant Marine Act of 1936 created the Operating Differential Subsidy [ODS] Program. This program provided payments to carriers on specified trade routes to offset the higher cost of operating under the U.S. flag and was intended to maintain a U.S. merchant fleet. Mr. Speaker, today as the House considers the conference report on the Seven-Year Balanced Budget Act of 1995, we move one step closer to a goal I have supported for a long while. The first bill I cosponsored as a freshman Representative in 1981 amended the U.S. Constitution to require a balanced Federal budget. At that time, I firmly believed it was time to get our fiscal house in order, when the deficit was $79 billion and the national debt stood at $994 billion. Fifteen years later, the deficit has grown to $206 billion--nearly three times of what it was in 1981. The national debt has jumped to $4.9 trillion or nearly five times the 1981 level. Further, in fiscal year 1995, we spent $234 billion on interest on the national debt alone. That's 17 percent of the Federal budget. It also represents more than we spent on education, job training, child nutrition and public works projects combined. Unless we balance the budget, interest on the debt will continue to eat into spending on other worthwhile Federal programs. Just look at how interest on the debt dwarfs our spending on certain vital human resources programs: In fiscal year 1995, we spent 66 times more on interest on the national debt than we did on the Head Start Program. Mr. Speaker, in a couple of days, on December 1, Romania will celebrate its national day of independence. This 1995 celebration will mark the 77th time the people of that nation have commemorated the founding of their country. Unlike many of the past national days, however, Romania's celebration this year is one that is full of hope for the future. As many of my colleagues know, earlier this fall, Romania's President, Ion Iliescu, came to Washington to meet with President Clinton. He also met with a number of our colleagues here in the House. The message he carried was simple. Romania is irrevocably marching down the path toward a democratic political system and a free-market economy. This march has not been an easy one--reversing 40 years of communist rule is difficult. Romanians have borne real economic hardship since the 1989 revolution that overthrew the dictator Ceausescu. Nevertheless, major economic indicators for a healthy Romanian economy appear auspicious. Inflation is expected to be only 29 percent this year, less than half the 1994 rate. There has been more foreign investment, including U.S. investment, during the first 6 months of 1995 than there was in all of the previous 4 years. The agricultural sector, the first sector to benefit from privatization, has produced an almost record crop of wheat, allowing Romania to be a net grain exporter for the first time in years. Mr. Speaker, in urging my colleagues to vote in favor of the motion to recommit, let me take a moment to address potential arguments that those on the other side of the aisle may raise against the motion. Congressman Sam Gibbons and I are offering a motion to recommit the bill to the Committee on Ways and Means with instruction. As I have explained, the motion's instruction to the Ways and Means Committee is to amend the bill to provide a clean, temporary increase in the debt ceiling until either December 12--the same date as in the Republican bill--or the 30th day after a budget reconciliation bill is presented to the President for his signature, whichever is later. First, our Republican colleagues may argue that the amendment would provide an unlimited period of time for the President to delay. That is incorrect. The amendment would raise the debt limit for a finite period of 30 days beginning as soon as a budget reconciliation bill is sent to the President for his signature. If a bill were ready today and sent to the President, the clock would start ticking today and stop ticking 30 days from now. The President's response to the bill would not affect the 30-day limit in any way. That 30-day period would allow us to put forth our best efforts to come together on the shared goal of a balanced budget. Our amendment is…

Mr. Speaker, I rise today to pay tribute to a great patriot, statesman, warrior, peacemaker, and national leader. Yitzhak Rabin was all of these things and more. He was a brave, tough, dedicated man who served his country faithfully for almost 50 years. He was a reserved public figure and a loving family man. He was a brilliant soldier who could plan successful military campaigns--and, paradoxically, he was also a visionary who could see the need for a peace agreement between the Israelis and the Palestinians. Yitzhak Rabin began his service to his country before Israel even existed. He fought with the Haganah under British in Palestine during World War II. He fought in the Israel war of independence in 1948. He rose to the ranks of the Israeli Army and helped to build the military machine that won the Six-Day War in 1967. He served as Israel's Ambassador to the United States and as Irael's Defense Minister. Finally, he has been honored twice with the country's most important office--Yitzhak Rabin served as Prime Minister of Israel twice--nearly 20 years apart. In his first term as Prime Minister, he helped to negotiate the disengagement of Israeli and Egyptian forces in the Sinai Desert, paving the way for the Camp David accords. In his second term in office he embraced a bold plan to make peace with the Palestinians. This action cost him his life. This gifted man--a man of gr…

Mr. Speaker, I rise in opposition to House Joint Resolution 115, the second continuing resolution for fiscal year 1996. This measure is definitely not just a continuing resolution bill. Once you clear the smoke and mirrors you find that over 60 percent of the bill is devoted to provisions designed to generate funds for the Republicans' tax giveaway to the rich, and to silence the voice of those who speak out against injustices against the most vulnerable in our society. House Joint Resolution 115 increases the cost of health care for seniors by requiring Medicare beneficiaries to pay higher premiums. In fact, the Medicare premiums contained in the Republicans' continuing resolution measure are even higher than those contained in their reconciliation bill. Under current law, in 1996, seniors' Medicare premiums are $42.50 compared to $55.10 under House Joint Resolution 115. This is a 30-percent increase in 1996 alone. Mr. Speaker, the average income of Medicare beneficiaries is less than $18,000 per year, this compares to an average income of between $8,000 and $9,000 for the 11 million widows and never-married women on Medicare. There is no way that these seniors can afford a 30-percent increase in their health care premiums. Seniors must not be forced to choose between medicine and food, or between a doctor's vi…

Excluding the money from the violent crime control trust fund, established in the 1994 Crime Control Act (PL 103-322), this bill appropriates 13 percent less than requested by the Clinton administration. This legislation also cuts the Commerce Department by 17 percent, and the State Department and the Judiciary by 9 percent. As we celebrate the 75th anniversary of women's suffrage, we also celebrate today, July 24, the 75th birthday of one of our Nation's most outstanding woman leaders, Bella S. Abzug. In her all-too-brief 6 years in Congress (1971-1977) as a Democratic Representative from a Manhattan district in New York City, she emerged as a dynamic leader, creative legislator, and a pioneer in broadening legal, economic, social, and political rights for women. When Bella first ran for office in 1970, there were only nine women among the 435 members of the House of Representatives, including Martha Griffiths, Edith Green, Patsy Mink, and Shirley Chisholm, the first African-American woman elected to Congress. There was only one woman Senator, Margaret Chase Smith of Maine. Bella was the first woman to run and be elected on a women's rights and peace platform. Mr. Speaker, today I am pleased to introduce the President's antiterrorism legislation in the House, to help ensure that America never endures the kind of tragedy which shook Oklahoma City on April 19. What happened in Oklahoma City was an unforgivable act of cold- blooded cowardice. There is no posture or principle which justifies the ruthless killing of innocent children. There is no cause or commitment which excuses such random death and destruction. We must do more than merely convicting those responsible for this horrific act of violence, and bringing them to swift and certain punishment. We must serve warning to all who would use extremist means to advance their extremist ideas: We will use the full force of our laws to find them, to punish them, and to rid our society of their hateful acts. And when those laws aren't enough, we'll write tough new laws to rein in their wanton bloodshed and terrorism. That is why this legislation is so important. It will help our law enforcement agencies root out terrorism more quickly and effectively, to help make the atrocities of Oklahoma City a closed chapter in our Nation's history.
