ELIOT L. ENGEL of new york in the house of representatives Monday, May 2, 1994 Mr. ENGEL. Mr. Speaker, last weekend, the world learned that Haitian soldiers massacred more than 20 fishermen and merchants in a town on the west coast of Haiti. Occurring in an area loyal to deposed Haitian President Jean-Bertrand Aristide, this brutal attack represented, in the words of one Aristide supporter, another effort to ``decapitate the democratic movement in Haiti.'' More than 2 years have passed since the Haitian military ousted President Jean-Bertrand Aristide from power, yet the despotic government of Gen. Raoul Cedras, which took his place, remains in power, free to commit one atrocity after another. Although the United States has placed some sanctions on the Haitian military regime, violations of the economic embargo are common. Indeed, the government has built up a large supply of oil and other goods. The thousands of Haitians who attempted to escape Haiti immediately after the coup are evidence of the repression which has overrun that country since the ouster of President Aristide. Unfortunately, under a policy established by President Bush and continued by the current administration, Haitian's escaping their country's violence are intercepted by Coast Guard cutters patrolling the waters off the Haitian coast, denied the opportunity to claim asylum in the United States, and sailed back to Haiti. This immoral policy represents a breach of our country…

THOMAS J. MANTON of new york in the house of representatives Monday, April 25, 1994 Mr. MANTON. Mr. Speaker, this week we celebrate ``National Library Week 1994.'' Our libraries serve as the caretakers of our history, preserving the memories of our cities and communities. By taking advantage of the countless services and resources that libraries have to offer, we can continue to challenge our minds and imagination. Our public libraries, however, are struggling to survive, as financial assistance decreases. I would like to share an article from the April 1994, edition of the Reader's Digest, entitled ``How Stupid Can We Get?'' by William Ecenbarger. This article discusses the financial constraints that libraries are faced with even though there has been a 30-percent increase in the number of users since 1980, as the article states. The article talks about the Queens Borough Public Library in my district, the second busiest library in the country, and how vitally important it is to the 2,000-4,000 visitors it has each day. These visitors range from children who will attend storybook hour, to immigrants who will attend English class, to young adults who will attend amateur drama group. For generations, Queens Public Library has served as a link to a future for so many people--especially immigrants and students. We must keep our libraries fully funded so as not to lose the valuable resources that our libraries offer. The article follows: …

DAN GLICKMAN of kansas in the house of representatives Wednesday, April 20, 1994 Mr. GLICKMAN. Mr. Speaker, I rise today to pay tribute to Lionel J. Kunst, of Overland Park, KS. Mr. Kunst died on April 7 at the age of 71. Lionel was truly a man with a zest for politics and a zest for life. He worked on the Presidential campaigns of Adlai Stevenson, George McGovern, and Hubert Humphrey. He was a former Democratic candidate for both the Senate and the House, running against Senator Bob Dole In 1986 and Representative Jan Meyers in 1988. He also was the cofounder of the Coalition to End the Permanent Congress, a national group battling congressional incumbency. Lionel Kunst sang to his own tune, and was strongly committed to reforming our Nation's campaign finance laws. His work with the Coalition to End the Permanent Congress spurred the formation of the Independence Party, an alternative to the Democratic and Republican parties. He was greatly devoted to improving government and worked relentlessly for political reform. He will be greatly missed. MARTIN OLAV SABO of minnesota in the house of representatives Monday, April 18, 1994 Mr. SABO. Mr. Speaker, it is all too easy, unfortunately, for those of us who take the roof over our heads for granted, to disregard what it means to live without clean, safe housing. Yet, one of every four people on Earth, including many Americans, is faced with these circumstances. Their plight is made painfully clear to us when a natural disaster, such as the midwestern floods, the Los Angeles earthquake, or Hurricane Andrew, ravages a region of our country and leaves our family members or friends without shelter. That's why, Mr. Speaker, it gives me great pleasure to share with my colleagues an article that appeared in last week's Parade magazine about a revolutionary new type of house--one that can be built for less than $5,000, yet is durable enough to withstand hurricane-force winds, seismic shock, and resist cold, heat, and humidity. The inventor of this UniHome concept, Robert Leslie, produces these homes at Home Builders International in Hopkins, MN. I know my colleagues will want to join me in congratulating Home Builders International for its success in applying innovative technology to one of today's most pressing domestic and global human needs. Holum, Director of the U.S. Arms Control and Disarmament Agency and Secretary of State Warren Christopher before the Senate Committee on Foreign Relations. Testimony by John D. Holum, Director, U.S. Arms Control and Disarmament Agency on the Chemical Weapons Convention March 22, 1994 INTRODUCTION Mr. Chairman, at the outset, I would like to thank you for scheduling this first ratification hearing on the Chemical Weapons Convention. Today's hearing demonstrates strong United States leadership in global arms control. Your efforts will surely encourage other countries to proceed on the road to ratification, permitting the Convention's entry into force early next year. Stopping the proliferation of weapons of mass destruction is at the very top of President Clinton's foreign policy agenda. When I became director of ACDA, the President urged me to spare no effort to halt the serious threat that these weapons pose to our country and to world peace. The Chemical Weapons Convention is a critical element of our nonproliferation efforts. I appear before you t…
