Mr. President, on stock trading, only Senate Republicans\nwould dare call a bill that permits Members of Congress to continue to\nown, sell, and in some instances buy stocks a stock trading ban.\n  They can't be serious.\n  The Republican bill is a permission slip for corruption, not a stock\ntrading ban. There has been a real bipartisan effort to ban Members of\nCongress from trading stocks and profiting off their insider\ninformation. I have supported those efforts for years.\n  Last year, the Committee on Homeland Security and Governmental\nAffairs advanced a strong bipartisan bill that would actually ban\nstocks, not pretend to do so.\n  Senate Republicans didn't want it. The Senate GOP let their\ncounterparts in the House take out all of the ban's teeth and fill it\nwith poison pills so it could never pass. This bill has no reform, no\naccountability, no substance.\n  Republicans want to explicitly allow Members to continue trading\nstocks in privately held companies, including in companies the Members\noversee; a formula for disaster and corruption.\n  That is as clear a conflict of interest as one can imagine. Under the\nRepublican bill, Members would still get to own and sell stocks, and\nmost importantly, this bill doesn't do anything--anything--to stop\nDonald Trump from trading stocks.\n  I guess Republicans forgot that Trump has made nearly 30,000 stock\ntrades in the past year and raked in billions--more than all of\nCongress combined.\n  Democrats have offered multiple bills that would close all these\nloopholes. Republicans have done nothing to stop corruption; not in the\nWhite House, not in Congress, nowhere.\n  The Republican toothless stock trading bill is as ineffective as a\nscreen door on a submarine. Let's be clear: They don't even want it to\npass. They designed the bill to fail. They loaded their legislation\nwith poison pills that they knew would make this bill dead on arrival.\nThey are even afraid of this wet noodle, weak milquetoast bill.\n  The voting restrictions in this bill and the voting restrictions that\nthey added as a poison pill are more extreme than any law in any State.\nIt would make voting more difficult in every State than it is now.\n  They are some of the most twisted, radical schemes Trump has ever\ndreamed up to rig our election. Republicans know no one wants these\nprovisions, so they included them to kill their own bill. This hollow\nbill isn't a stock trading ban; it is Republicans' last-ditch effort to\nsave face.\n  If Republicans' closing pitch is a bill that would let them continue\nto profit off their office and allow Trump to rig the election, that is\ntheir problem. Americans don't buy it.\n\n                          ____________________"]], "columns": ["granule_id", "date", "congress", "session", "volume", "issue", "title", "chamber", "granule_class", "sub_granule_class", "page_start", "page_end", "speakers", "bills", "citation", "full_text"], "primary_keys": ["granule_id"], "primary_key_values": ["CREC-2026-09-30-pt1-PgS5191"], "units": {}, "query_ms": 0.2930199261754751, "source": "Federal Register API & Regulations.gov API", "source_url": "https://www.federalregister.gov/developers/api/v1", "license": "Public Domain (U.S. Government data)", "license_url": "https://www.regulations.gov/faq"}
